This reminds me a bit of the Malcolm Gladwell book about Tribes. He recommends that people be grouped into no more than 150 people; according to him, I think 40-150 was ideal. Although you probably came up with your idea before Tribes.

The pandemic might actually help with something like this being possible. Because before, we were travelling, Zooming, and social media'ing.

We are still Zooming and social media'ing, but if people can group together by geography or by interest, then something this might be possible - again starting with more remote areas.
