Slight correction:

People who happen to fit into any given ethnic group or gender, with the same experience education etc., are as competent and qualified as white men. (Unless you are talking about manual labor, in which case men & women are different)

But people who are chosen BECAUSE of their ethnicity's or gender, and possess less experience education etc., which is overlooked because of their skin color, are by definition not as competent or qualified.
